Healthchoices is the Commonwealth of Pennsylvania's mandatory Medicaid managed care program. It is an integrated and coordinated health care delivery system that provides medical, psychiatric, and substance abuse services to Medical Assistance (Medicaid) recipients.

Bedford and Somerset Counties accepted the "right of first opportunity" to manage the local behavioral HealthChoices program. The Counties formed a 501(c)(3) corporation called Behavioral Health Services of Somerset and Bedford Counties, Inc. (BHSSBC) to manage this program. BHSSBC sub-contracts with a managed care organization, Community Behavioral Health Network of Pennsylvania (CBHNP) to deliver care management, provider network development, quality assurance, member services and claim management. BHSSBC provides oversight and monitoring of all of CBHNP's activities to ensure full compliance with HealthChoices regulations.
